As ikev2-x509-17-multicert-02 but now another conn is loaded on east to
verify propery (or not) connection switching.

This case where no IDr is received causes a wrong connection switching
upto libreswan 3.23. It also shows that %sameca is not enforced via NSS
and needs additional code in libreswan
