A regular authnull OE tunnel, but now the initiator
is "crashed" and restarts and attempts to bring up
the tunnel again. The connection should establish
and east should clean up the old connection.

New code checks for authby=null and if there is no
NAT involved will delete the old connection.

A ping confirms the new tunnel is working properly and fully
replaced the old one
