This is an IKEv2 accepted proposal PROPNUM test to confirm we return correct propnums

For IKE, the second proposal should be accepted.
For ESP, the first proposal should be accepted.

To confirm this, extracts from the emit lines in the pluto log are
dumped onto the console and expected to match.
