IKEv2 RW test with rekey=no on the responder.
rekey=yes on initiator, rod. ikelifetime 90s. Initiator will replace IKE SA.

1. Road initiates and establish connection.
2. Initiator keeps the tunnel up.
3. Initiator ike rekey, and the tunnel stays up.
