IKEv2 Reauthentication, west will reauthenticate RFC7296 #2.8.3. 

The ikelifetime on west is short. reauth timers are thesame ikelifeitme, rekymargin
and rekeyfuzz. 

If you want to see re-authentication run the test it manually and login to west.
