west allows east to rekey, IKE will then exist under TUNNEL-B

Taking down TUNNEL-B connection should leave its IKE up since it's
being used by TUNNEL-A/TUNNEL-C IPsec states

Deleting the connection with a lone IKE state will then remove the
connection.
