testing ikev1 aggressive mode uniqueid code. initiator gets new ip and restart.
This should not cause an "route already in use" on east.

This uses RSA because the code for PSK will (soon) assume uniquids=no like
behaviour regardless of the actual option set.

libreswan up to and including 3.19 would show two conns on east instead of one.
