This tests the RFC3706 DPD implementation, ensuring we do not send unnecessary
keepalives. DPD is enabled on both ends, but we keep running ping packets every
second. Since there is traffic on the IPsec SA, no DPD probes should be sent.

This also performs a rekey to confirm rhbz#1136076 is not happening
